Identifying Children with Learning Difficulties in Malaysian Schools

This policy paper aims to highlight the challenges children special needs have in accessing education in Malaysia and calls for greater access and expansion of services.

The policy brief provides an overview of some existing education programmes and policies available for children with special needs, and highlights issues related to the implementation of these programmes.

Based on the findings, recommendations have been made to better address the educational needs of children with learning difficulties, as follows:

  • Address issues of competency and skills through training programmes and consider learning support specialists in mainstream schools
  • Greater collaboration between the Ministry of Education (schools) and Ministry of Health (hospitals)
  • Expand allied health training programmes and provide allied health support in mainstream schools
